Starting October 1, 2026, Meta is reintroducing per-message billing for service messages and in-window utility templates across the WhatsApp Business Platform. Every registered phone number receives a free monthly allowance of 1,000 service messages.

At 12:00 AM in your WhatsApp Business Account’s (WBA) local time zone on October 1, 2026, Meta will end the free service messaging period (in place since November 2024) and align service messages with its standard per-message billing model.
Note: As announced on September 1, 2026, Meta introduced a 1,000-message free tier to cushion the transition for lower-volume senders.
How the WhatsApp Free Tier Works
- Assigned per phone number: The 1,000 free service messages apply to each individual business phone number, not at the account or partner level. For example, an account managing three separate phone numbers receives 1,000 free service messages per number (3,000 total across the account). Unused messages cannot be transferred between numbers.
- Monthly reset: Free allowances reset at the start of each calendar month and do not roll over.
- No volume tiers: Unlike utility and authentication templates—which offer lower rates at higher send volumes—service messages are billed at a flat rate per message regardless of total volume.
- Location-based pricing: Rates beyond the 1,000 free allowance match Meta's standard utility and authentication message rates for the recipient’s country. Consult Meta’s official rate card for specific market prices.

- Calculate monthly message volume: Audit your average outbound customer service message volume per phone number to forecast expected costs past the 1,000-message free allowance.
- Size your WhatsApp Message purchase: Use the monthly volume you calculated in Step 1 to determine how many WhatsApp Messages to buy on the Plans & Billing page. An accurate estimate here is what keeps you from under-buying (risking service interruptions once you exceed the free allowance) or over-buying (paying for messages you won't use).
